I dont think that there is a single answer, they all have pros and cons. I have had a lot of success using Mozilla firefox as my browser and Ad-Aware for spyware removal. I leave the firewall to Microsoft and the virus scanning to Norton.
I am very wary about download sites and over time really the only ones I have found do not let me down are www.tucows.com and www.download.com.
