Make sure you go the shortest path, with the most posters, and you need High Jump, try to go to the places where they have 3 in one area, or on the top of the buidings because you can just try to go around the building near the center because it has a lot of poster in that one area, but if another way works better for you then do what is quicker

You need a very specific order for one. Also a few levels of High Jump, and maybe some Glide works helps too.
The biggest time saver, though is to use the reaction command AS SOON AS possible to jerk across the distance to apply the poster.
