I kinda agree with YT on that one. L.A. DOESN'T deserve a team. They had two and wouldn't support either. I think Alabama is a good choice. Perhaps Utah. Although not sure I'd go with a city for either of them. Kinda like Tennessee or Carolina, just leave it at the State.

Los Angeles. Their current pro team is about to get shut down by the NCAA so they will probably want an NFL team to replace them.

Don't choose LA. They can't support a team. I would choose maybe Memphis, San Antonio, Portland, or Louisville.

How about New Mexico, or Nevada, or even Utah. Maybe N./S. Dakota, Pennsylvania, Montana, or Hawaii. I know there are quite a few more states, but those are just a few.
