Take a CT Transit Commuter Express bus from Hartford to New Haven and take the Amtrak Regional train to New London.

Gray hound and Peter Pan from downtown, about $15, city bus from airport to downtown ($1.5), ask the driver drop you at greyhound station near state capital.
