I believe in God, but not that He will put out the fires.
No I believe the fires will be put out when: 1. the fuel runs out (the brush) .....which will probably be when the winds turn onto themselves forcing the fires back over burned sections and 2. when firemen can then control the perimeters and spot fires, reducing flare-ups. .
Nature has been putting out fires by #1 long before man appeared.(ask anyone who has fought a forest fire. Man doens't put it out, the fire burns itsself out) Fire is a natural force, especially in Southern California. It's just population that is forcing itsself into the dangerous areas. Get used to it, this will continue every year.

Chaplains are supposed to be leading prayers that is what their position requires.

He is there to lend spiritual assistance and in times such as these it is most definitely appropriate to pray . Most people even those who would not normally consider themselves religious turn to God in their time of need.
I can't say that one man's prayers is going to change the course of nature. But it would be great if it did.

I don't know if God exists, but it would be better for His reputation if He didn't. From what I know God is not a cosmic bellboy for whom we can press a button to get things done.
