California, because it has the most residents.

Do you mean U.S. Representatives or state representatives?

If you mean U.S. Reps, then California has the most, because it has, far and away, much more population than any other state.

If you mean in the state legislatures, then New Hampshire has the most. Why, I don't know.

California. It has 39 million people within its borders. More than 10% of the entire U.S. population.
