Specifically, those who don't work at all and get all their spending money from student loans and financial aid. Are they allowed to use some of that money - like financial aid - to pay for a service or prepaid plan?

Your financial aid is intended to pay your tuition, books, and any of your living expenses that you can stretch it to cover. While I was in grad school my cell phone was my only phone and I needed the free long distance because I was far from home and not all of my friends at grad school had local numbers. Prepaid is a good way to go if you're not going to use the phone much. If its your only phone or you'll be making a lot of long distance calls, go for the contract and just make sure that you stay under the number of minutes it includes.

a phone is considered a living expense and is covered - but, to reiterate what another poster said, you would be a fool to buy more than a prepaid type phone. You can get one from walmart for under $15 with $10 minutes of time on it. Used wisely you can keep one of these phones in service for under $10 a month. Nobody knows its prepaid.

I do, so I am going to have to say "Yes." A phone in today's world is an essential tool for graduate students, so of course it is covered by most financial aid sources!
