I will connect to windows xp sp2 via windows Vista Home. How can I connect to my PC via the internet? What software to use? Can I connect even though my PC is off but the modem and internet connection is on?

If your computer is off then you'll be needing specialized software for that.

I believe GoToMyPC.com has a program that can help you with that.

Outside of that, it's complicated to wake a PC from "off" rather than just hibernation or stand-by.

There are several ways to connect to your computer remotely. Some are free while others will cost you. I recommend GoToMyPC, which is a service that allows to control your computer remotely.
