The brightness of the sun does not play any role in the formation of rainbows.The position of the observer, the position of the rain drops and sunshine of moderate intensity are sufficient for the formation of rainbows.But bright sunshine(which means that the sun's rays are not scattered much by dust particles in the atmosphere) can make the rainbow look brighter.

No. it is just the light waves that brake down the colors of the water droplets and form the rainbow.

a rainbow is a reflection of all the colors in tiny droplets of water. it can only form if there is a source of light. the brighter the light source, the more obvious the rainbow will be.
