Should a person have to pay a fee or take classes before being issued a permit to carry a concealed handgun?

Isn't this a violation of the persons rights? Why should someone pay a fee to exercise their Constitutional rights?

It was wrong to make people pay a fee to vote, or to take a test to prove they could read before they voted.

How is this any different?

By making people pay and/or take a test to exercise their Constitutional rights is illegal.

These test/fees do the exact thing as the poll tax. It keeps minorities from equal access of their rights.

It’s time to eliminate all test/fees associated with carry licenses and give everyone their Constitutional Rights?

By paying a fee, you're also helping to pay for someones salary. I feel that it is an excellent idea for everyone to take a safety course in handguns before being issued a weapons permit.

Luckily this carrying of guns doesn't apply in the UK. One has to have a licence and a bloody good reason to own a gun before a licence is issued. The police know who has a gun legally and can give them the once over to check they aren't likely to go out on a shooting spree. I don't know about paying for a permit so can't comment, but I think some sort of test might be a very good idea to ensure that those who carry guns are at least able to operate them properly and the police can weed out the unstable ones or at least keep an eye on them.

Yes.

You're not talking about ownership of a gun, a right guaranteed by the constitution (which simply requires a background check to make sure that no court said you COULDN'T have a gun). You're talking about a CONCEALED permit that allows you to hide your gun from the general populace.

Since you're going above and beyond the framework of the Constitution, I don't have aproblem with a fee being charged for that.

First, under the second amendment, you have the right to bear arms. . .not the right to carry a concealed weapon. Yes, you should absolutely have to take classes and pay a fee. Do you honestly want someone who doesn't know how to shoot running around with a concealed weapon? I sure don't.
