When you beat the eighth gym leader in Sunyshore head to the beach in the northmost part of town. You should be stoped by the girl on the beach who will give it to you.

After you beat the Sunyshore Gym, talk to Jasmine (the girl with the pigtails on the beach) and she will give you Waterfall
