short answer
there was a lot more water in the oceans
Long answer
Temperatures were higher globaly so all the water that is currently locked in glacial ice was liquid water raising the sea level by as much as 300 feet. Though that does not account for all of it. Many places that are well above sea level now and still would be even if the sea level was raise 300 feet were lower in the past.
Due to the shifting of the earths plates places can rise or lower This will cause places taht once were far below sea level to be folded and uplifted to be mountians. that is why you can find fossils on mountain tops.

1 million years ago (late Pleistocene) an ice age was coming to an end. All that melting water caused sea level rise.
