I'm wondering when the waxing quarter moon is in England so i can perform a spell.

First Quarter, and it will be on the same date as wherever you are, but if you want the exact moment you will have to subtract an hour for each time zone east of Greenwich, or add an hour for each to the west.

The next First Quarter will take place at 22.33 GMT on 17th November.

In general, the term waxing is given to the Moon for the first half of its phase cycle between new moon and full moon. During this time (approx two weeks) we gradually see more and more of the Moons surface. After full moon, between full moon and new moon we see less and less of the lunar surface, during which time it is said to be waning.

So rather than waxing quarter moon lets call it first quarter moon. At this time the moon appears in the sky exactly half phase (dichotomy) and will be due south at 18h (UT).

as the part of the moon that is lit up grows it is waxing. on the other side of the full moon where the part that is lit is shrinking it is waning. so it is not an exact date but stages of moving toward full.
