This morning I was driving on base with my husband (we were on a military base in Germany) It's cold out you know Germany it's frickn cold! This baby caught my eye around the age 1-2 years old outside in only a diaper. I made my husband turn the car around and drive back cause the kid was alone. I jumped out of the car, and met up with another girl that was standing watching in aww, like what is going on. A kid by himself not far from traffic, in a diaper. We started walking up to the kid and the mother walked around the corner, she was walking the dog, she just yelled at her kid. What would you do?

thats a tough questions. In America I would probably have a few choice words with the mother and call child services. Being outside in just a diaper, that close to traffic is extremely negletful and harmful for the child. The child was like that long enough for you to get the car turned around and get to the child before the mom finally rounded the corner.
BUT you are in Germany, and I don't know the child protective laws that govern Germany, but it may be something you want to look into.

The child obviously walked outside by himself. It happens some times. One morning I freaked out because I went to his room and he wasn't in his crib. I tore up the house looking for him and couldn't find him any where. He had crawled out...unlocked both locks on the french door and was happily playing out in the back yard in his t-shirt and diaper!! That was the same year we had to start duck taping the refrigerator shut because he would help himself in the morning. Again crawling out of his crib...we awoke to find sandwich meat neatly spread across the couch!
If you are really concerned you should go back today and ask the mom if everything is okay if that would make you feel better. I seriously doubt the mom brought the kid out with her in a diaper. He probably just decided to follow her.

Since you were on base, you might consider calling the military police and let them know the details. It very well could have been a situation where the kid ran outside and the mom was out looking for him, but God forbid it is a case of neglect, better safe than sorry.

You don't know what the situation was there.What if the child came outside after the mom told him not to?You only was driving by and assumed the worse.You shouldn't assume anything.Know the facts before butting in.If you turn her in and this was all but the kid didn't listen to his mother.You just caused her a bunch of trouble over your assuming wrongly.

Im thinking that maybe the kid got out and she went looking for him ( with the dog to sniff him out). Or she went walking the dog, left the baby with another adult and the baby slipped out of the house looking for her. It sounds like a disaster narrowly avoided. Having kids myself, I know that they have run out of the house when they certainly were not supposed to. Was the child near homes ( like he just ran out)? I wouldnt do anything bc obviously the Mom was upset to find the child out in that condition as anyone. Good for you for stopping though :)

This is completely weird. You did right by approaching the child. Ultimately it is the mother's child and you are a stranger this kid. Can you call child protective agency in Germany? That is what I would try to do. Good luck and thanks for having a heart.

see... i m not a mom so u might want to kick my butt seriously and its okay, i 'll take that but I WOULD LEAVE THE KID or if its really sad to see, i would TALK TO THE MOTHER, IF NEEDED- LOUD ENOUGH!, or if working- SOFTER THAN A WHISPER!

WELL FIRST THE KID SHOULD HAVE HAD SOME CLOTHES ON SINCE IT IS COLD.. BUT HE 2ND THING IS MAYBE THE MOM WAS OUTSIDE TOO , WALKING THE DOG, MAYBE THE CHILD GOT AWAY FROM HER.
