in GUILD WARS, is there a part where different players can meet each other instead of just you and npcs?

While in town, you form your team. You can include heroes, henchman and other players in your team. When you leave town, the only other players that will be with you are the ones on your team.

Outside of town, you are in your own private copy of the game world. You will never encounter other players in that copy. You can still chat with guildmates over the guild or alliance chat channels and you can send and receive whispers to a single player but that's it.
