Can't say I've seen a street legal quad but hey I'd love to have one. Generally most bigger quads require that you be 16 to ride on public land and I don't think it requires a permit or anything for that. You can ride anything on road that has a a title and is deemed street legal. To travel on expressways here in Michigan the bike must be at least 125cc.
Also when you have the permit most instances you must ride with a motorcyclist that has a motorcycle endorsement. The test in Michigan that I took was extremely easy and I took it with a old heavy bike (1996 Honda 900rr.) I can't remember how long you had to ride on the permit though...if memory serves me correct I don't remember there being a time requirement just when you were comfortable enough to take the road test.

I'm not aware of anyone needing a permit to ride a 4-wheeler.

You do absolutely need a DMV Permit to ride a motorcycle on public streets and highways, at least in most states.

I would take a look at your states (if you are in the U.S.) DMV website......The permit is a precursor to getting your regular license. Although it may not be required in order to actually get your license, you just can't ride on the streets without either a license or a learners permit.

Very few states allow 4 wheelers on the street.

A motorcycle license will allow you to ride a motorcycle, highway legal scooter, trike, and anything else that remotely looks like a motorcycle. Most ATVs aren't street legal so you don't need a license to ride them, nor are they allowed on the road.

You can ride a moped (most everywhere in the US) without a motorcycle permit, and is a good prerequisite to getting a permit.

In most states---If it has wheels and ridden on public roads it needs to be insured and licensed. You also need a driver's license with a mocycle endorcement.
