I'd be surprised if solar cars gained enough widespread use by 2012 to make a significant enough change. I can't see solar power becoming a popular choice for cars in the future. Electrical cars are gaining interest, you're more likely to see something from them.
If we were going to assume there was a date when solar cars might help significantly, i'd start by pushing that date further back by quite a bit. At least beyond 2012.

No, they just can't get enough power to be useful for regular people who want an air conditioner and to be able to drive at night.
