There have been some companies which have released software (anti-virus, spyware scanners, etc) which falsely detect viruses and/or spyware and that can take over a computer with message after message after message of "problems" and then offer to sell you the cure. Those programs are sometimes designed to spread almost the same way that virus does. But there has never been any evidence that a major antivirus company has been responsible for releasing a virus.
In fact, the authorities have been able to track the majority of viruses back to the people who wrote them, and have arrested them. They have usually served prison time and been hit with millions of dollars in fines and law suites for their activity. Seems to be pretty good evidence that the virus companies are NOT responsible.

There are some out there, but most of the trusted ones, don't engage in that sort of thing, there was a rumour going around a while ago that norton had released a virus onto the net that only norton could remove, apparently norton was called to account for the rumour and it was quickly swept under the carpet, so no one will ever know if it was true, I don't think you would ever be able to proove what you are saying, but, with all the big money to be made by the security companies, it would not supprise me if they were paying someone to set up viruses for them.

NO. Every so often, this question is asked. Then that starts the rumor mongering "Well, it must be true, because I saw it on Yahoo! Answers." Wouldn't it be nice to think so. And if the antivirus software people were actually making and releasing computer viruses, do you not think they would have been caught by now? The people who make viruses are the same kind of sick slugs that send out spam. And thanks to The Phlebob for a great answer.
