Local and state governments are actually doing their jobs in California as opposed to what happened in Louisiana.

It's the local & state gov't taking charge, organizing & communicating with each other- something that was non-existant in NO. It's also citizens & people who moved & packed & evacuated when they were told to instead of watching & waiting to be moved by the gov't.

I think Katrina taught everyone alot. Mostly what not to do in the case of an emergency.
