i sometimes browse through vectors in deviantart.com or even flickr.com but how are they able to do such? how are they able to them? are vectors brushes, etc.? there is a program called algolab photo vector. is it necessary to create vectors there?

Algolab converts raster images (aka bitmap images) into vector images. Unless you use solid colors meaning no gradients or fading effects on your bitmap, it will have a hard time converting them.

In simple terms, vectors are graphics made with basic shapes(primitives) like rectangles, ellipses, curves, and lines. Vector graphics usually remains editable even after you have saved them to file because the vector image files contains instructions on how to rebuild the image rather than pixels.
In comparison, raster images contains the actual pixels of an image.

One good reason in using vector graphics is that they don't get blurred when they are scaled.

Paint shop pro is a raster image editor. If you want to make vector graphics, I would suggest using CorelDraw or Adobe Fireworks which was made specially for creating vector graphics for the web.

A Vector is a representation of any physical quantity having magnitude and direction.
Example: velocity, acceleration, magnetic field, etc...

This representation is also graphically represented by a line(which corresponds to its magnitude) and an arrow at the tip of the line (corresponding its direction).

You can use ordinary drawing functions of Microsoft Office.

But if you need other software for illustrations and animations you may need to program it like in JAVA applets.

vectors are angles and lines. They are not pixels. Pictures contain pictures. anything with pixels gets distorted when blown up. You can't distort vector graphics. Illustrator is a way to create tings like logos and designs using vector images.
