It is a SCAM. You have not won a lottery and this company don't have the cheque.
That number is for a mobile phone you could be calling anywhere in the world - probably Nigeria

just miss off the +44 and put a zero in front of the 70. The +44 is just the code for UK when dialling from outside the UK

It's actually 07045744086... I know because I had to ring my tutor once, I looked his extension up on the net and saw this +44 up instead of the 0!
So +44 = 0 to you and me!
