The official difference is as follows :
3 Stars - Mid-scale hotels: Discover convenience and comfort in the city or in the suburbs where many of these properties are located. Amenities that may be available include: swimming pools, fitness centers, room service, concierge service and parking. Often you'll find these properties located near highways and office complexes. Rooms and lobbies are nicely furnished, and restaurants are usually located at the property.
4 Stars - Deluxe/upscale hotels: Find comfort, class and quality that you can count on. These hotels will usually be in a prime location and other amenities may include: proximity to desirable shopping areas and restaurants, valet parking, concierge service, room service, well-equipped fitness centers and state-of-the-art business centers. These properties may be newly constructed or recently renovated, and offer tasteful decor in each room or suite.

The star classification system is a common one for rating hotels. Higher star ratings indicate more luxury.
The AAA and their affiliated bodies use diamonds instead of stars to express hotel and restaurant ratings levels.
Traditional systems rest heavily on the facilities provided, which is often disadvantageous to smaller hotels whose quality of accommodation could fall into one class but the lack of an item such as an elevator would prevent it from reaching a higher categorization
In some countries, there is an official body with standard criteria for classifying hotels, but in many others there is none. There have been attempts at unifying the classification system so that it becomes an internationally recognized and reliable standard but large differences exist in the quality of the accommodation and the food within one category of hotel, sometimes even in the same country.
The expansion beyond the traditional "five star" rating has led to at least one commentator questioning if it is simply more puffery or sales hype.

Four (and five) star hotels have much more facilities than lesser starred hotels.
For instance, the hotel-rating body looks at how many restaurants are in the hotel, how many rooms, the quality of the rooms, the presence of business center, a health club, and executive floor, etc.

Never heard of 4 star hotel, but a 4 star Generals yes, and in the Philippines normally they are the highest officer of AFP or PNP.
5 and 3 star hotels are the common classifications of hotels in the Philippines. 5 star denotes real big and wide rooms and even their lobby and amenities and coffee shops are real comfortable and spacious. 3 star is of economy size accommodations and less luxurious as the 5 star hotels, the next are the appartelle, motels hostels, inns, and the resorts type, also the condotels.
But what is exciting is the special services which you can ask from various enterprising personnels of these temporary dwellings you shall be amazed to know or to learn.....exciting in deed...but be careful....you might be gypped...ok....No not really ok. be careful then or avoid adventurism.....so....no problem.

A four star hotel is one star higher than a three star aside from a notch higher in terms of amenities and services. But the difference, actually, is negligible.

4 star hotels are usually more expensive and might charge for some services that a 3 star hotel might offer for free (like coffee or phone calls.) They should be more upscale.
