As anyone would expect, the hot water out of the tap will boil faster than cold water out of the tap. That's because the atoms in hot water are already excited and will get to boiling point quicker.

However, if you started with cold water that has already been boiled and allowed to cool down, it will boil faster than hot water out of the tap because the dissolved oxygen in water has been released, allowing the water to boil more easily.

Hot water, of course. It takes heat to raise the temperature of water to the boiling point and then A LOT more heat to get it to boil. Assuming the rate of heat input is the same, the cold water needs more heat and therefore more time to get to the boiling point.
