Wipe Vaseline around all the cut areas. The bugs don't like it and it keeps the pumpkin fresher.

I don't know how much help it would be outside, but a good thing for fruit flies is put a teaspoon of dish detergent in a quarter cup of cider vinegar and stir it until mixed, but not foamy.
Leave it by the pumpkin. The flies are drawn to it and get caught and die.

Spray it with an insecticide spray. (Just do not eat the pumpkin flesh after spraying it!)

use tabasco sauce or cayenne pepper seasoning...it should keep them away =)
