Rent a knee kicker. You use that to pull the carpet tight and then hammer it down over the tack strips around the perimeter of the room.

Depends on the size of the bumps as you say. Wrinkles in the carpet would best be left to the pros, but, for about 25 bucks you can get a fairly decent knee kicker and give it a try. Or you might be able to rent a power stretcher. Easy to use once you get the hang of it. Be careful with the power stretcher, even though it's manual you can still tear or seriously damage the carpet. You'll want to remove "everything" from the room, of course, before you start. Have Fun
