I had to look that one up.

I don't think it's really a federalist-related issue -- it doesn't change the balance of power between the states and the federal govt.

All it does is change the Senators from being elected indirectly by the people of the state -- through their state govt -- to being elected directly by the people of the state.

Originally, the Senate was a compromise between those who wanted the federal govt to be elected by the people -- and those who wanted it to be elected by the states -- so they created one chamber each way.

But whether the people vote directly or whether their elected state leaders vote -- that doesn't change the balance between state and federal levels.
