I don't know if it's required by code. Code requirements are usually governed by your county or city. Check there.

But in North Dakota, I would say it would be a very good idea.

First of all, T.C. is almost right, but not quite! Ice and Water shield is a rubber membrane with an adhesive back that is applied to the edge of a roof.

I live in Ontario, Canada. Contractors, and roofers are lobbying the provinical government to make Ice and Water Shield a part of OUR building code.

The shallower the pitch on your roof, the more Ice and Water Shield is necesaary!!

A contientous builder will insist on this shield, in any case! If you are building your own home, or having one built, or just reshingling your roof, demand that it be put on! It is NOT expensive, and goes on in no time, so the labor is neglagable!! For about $100.oo, you can add the shield. A very wise investment!!!!

As for your code question, you can call or visit your City engineering department, and just ask them. they can tell you if it's part of the code. If it isn't...IT SHOULD BE!!!

Don't know a thing about North Dakota, except it can get cold and wet. Any building code, and every building code requires water and ice barriers. It is called felt paper, and edging.
