Number of Senators (2) + Number of Representatives (varies) = Number of Electors/Electoral Votes.
For example, my state (South Carolina): 2 Senators + 6 Representatives = 8 Electors.

Article II, Section 1 of the U.S. Constitution says "Section 1. The executive power shall be vested in a President of the United States of America. He shall hold his office during the term of four years, and, together with the Vice President, chosen for the same term, be elected, as follows:
Each state shall appoint, in such manner as the Legislature thereof may direct, a number of electors, equal to the whole number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or person holding an office of trust or profit under the United States, shall be appointed an elector. "
So you total up the number of Senators (2) and Congressmen (depends on the population of the state) each state has, and that is how many electors, (or electoral votes) each state gets.

If your asking about electoral votes, it depends on the state.
I think in Illinois we have 13 - I may be wrong. But I know states like New York have more then 20.

for example if Maryland has 8 congresional districts plus the 2 senators, that would equal 10 electorals

Each state gets two senators and members of the House based on the census. By law the House is limited to 435 voting members, so the number of people in each congressional district keeps rising. As of 2000 it was about 647,000 people per Congressman. The census is used to determine both how many congress members each state gets as well as finding population density to allow for creation of district boundaries. California has 53 House members, six states have only one.

It is based on the number of representatives (House and Senate) for the state. Since House representatives are based on population, technically the amount of electors would in part be based on population.
