If you're talkin about actual hardcore "b" movies, then definitely "Dead Clowns"
my best friend and I rent two movies every weekend that I come home from college, we always read the "dead clowns" movie case, but never rented it until a few weeks ago, it was such a good plot, something about back in the early 1900's a train carrying a traveling circus's performers and equipment was swept into the water in a storm and the cart containing the clowns was never found, and they come back from the dead....
funniest **** I've ever seen, the camera and the scene cuts where so horrible that it was just hilarious, the makeup was hysterically bad, it would like show a window with a little bit of rain and then flash to some discovery channel footage of a storm and you were supposed to believe that was going on....
most horrible movie I've ever seen, so horrible in fact that making fun of it was one of the best movie experiences I've had in months, it was supposed to be scary but I've never laughed so hard in my life, they had to have spent more money on getting the cover of the movie done then in the entire movie itself....
If you like poor quality terribly made honest to goodnes real B movies, then you must watch this one

Well, I don't know if Sam Raimi ever intended them to be scary, but Evil Dead 2 (Dead By Dawn) and Army of Darkness are quite funny.
Most sequels to horror films end up being more funny than scary. Case in point: Nightmare On Elm Street.

Omigod. The funniest horror movie that was not supposed to be funny, but was, was "Trog" with Joan Crawford. It came out in the late '60s, and it was hilarious. Joan Crawford plays a scientist who has found the missing link between apes and humans- Trog. The "missing links" makeup is laughable and the dialogue is wonderfully bad. I guarantee that if you find this movie, you will pee yourself laughing.

OH YEAH!! Trilogy of Horror!! It's an old movie. It has three short stories in which Karen Black star in all of them. The one that made me laugh so hard was when this Zuni doll comes to life and starts chasing her with a 3inch steak knife!! In one part she locks it in a suit case and the doll starts to carve his way out! It was soo funny!! I mean torch the little sucker!! But nooo she runs in circles in this itty bitty apartment!! LOL!!
