FIRST, shop at end of day, so feet are biggest.
Wear hose oe socks to try on, if that is what you plan to wear them with later.
1] if your feet are done growing, toes should be 1/4 inch from end of shoe toe
2] they should be wide enough to walk in comfortably [ no, they won't stretch out later ]. I also jump up and down a little to check cushioning.
3] heel of shoe should cup heel of foot without rubbing
4] instep should not be too tight or too loose
5] take off shoes to flex shoe , and run fingers around inside, to check for flaws that you haven't felt with feet.
6] buy the size that fits, not what you have always worn.
7] ask sales person how much bigger running shoes, etc. should be.

Comfortably. Make sure you're about to wiggle your toes a little. If your feet are slightly wide, stay away from narrow shoes! They'll squeeze the heck out of'em.
Depending on how old you are... you don't really need a shoe with extra room to grow into. Your feet don't really grow much after you hit puberty.

Shoes should be comfortable no matter what kind of shoes they are. If you try them on and they feel tight or pinch, then either try a 1/2 size bigger or find another pair that are actually comfortable. If they hurt when you buy them, they aren't going to get more comfortable as time goes on ~ they are just going to sit in your closet.

i say flats should fit exactly cuz they expand over time
heels should b at least one size bigger than you cuz they hurt but not too big that it falls off ur feet when u walk
and sneakers should b a size bigger or something cuz u wear socks and they r pretty tight with socks on

it depends on how you like it. if you like room to grow go a size and a half up. if you like them snug to your feet go one lower. it totally depends on how comfortable you are in certain types of sizes.
