Some sunny days pan out, while others don't. Can I guage when a great sunset is approaching before it happens? What things might I look for in the environment to tell me ahead of time?

From my experience, some of the most most spectacular sunsets were caused by skies that were filled with smog or smoke. That is about the only positive thing that can result from smog and pollution. Also, volcanic ash from a large eruption can transport this ash into the upper atmosphere can produce some interesting sunsets.

Not really, it's just a matter of luck, but you do need clouds in the sky, that are just parting for the night, but timing is everything.
