Are there any Government land purchase programs like the Homestead Act use to be?

Any Government owned land that you can purchase reasonably cheap,or if you improve it, (make more wildlife habital, clean up, ect.) You use to be able to recieve 160 with the Homestead Act.

Any programs to purchase Government land similiar to the homestead act. Such as you pay a small fee for an allotted amount of acres if you clean them up, make more wildlife habitat friendly, live on them for a set amount of time? ect. Any program to help poor people own an acreage without a lot of capitol investment?

Such programs are ancient history. All lands in the US are now spoken for, and those acres owned by the government are not for sale. In the rare instances where those lands do become available, they are sold for best market value.
