Some charts say I'm Libra Rising while others point to Scorpio Rising..... I've tried a lot of websites even with entering the country/place of birth, I get conflicting points.
Reading both I feel like I am a bit of both as well...
So please can someone help me figure out which one I am?

I have done an analysis for you and there's no doubt about it. You are a Capricorn with Libra Rising (at 27 degrees). Although this is close to the next sign of Scorpio, you are definitely a Libra Rising.

I'm not sure, but if someone on earth could view the stars in the daytime, the sun would appear to be in one constellation during a one-months time. The constellation it is in is the Zodiac constellation. To make things a little more specific, they can refer to which side of the constellation the sun is in (to the east-rising or to the west-setting).
BTW: my wife's doctor is going to visit Singapore in Dec. His son is there. Any good sights to see?

you can go to www.alabe.com/freechart and enter your birthdate, time of birth and place of birth. it will give you your sun, moon, rising signs, etc. and descriptions of each. it's free...

Get your chart drawn there, it should be accurate.
