Puerto Rico is a COMMONWEALTH of the United States, so George W. Bush is the President. Although Puerto Rico is NOT a state, the citizens there are citizens of the United States and can vote in Federal elections.

Since Puerto Rico is a territory of the U.S., it's "official" president is George W. Bush, but like I said it is a territory, therefore it has a governor and his name is Anibal Acevedo Vila.
