There are many possible results and answers to this question. Revolt is at one extreme end of the spectrum. More likely it would be that the people would find an alternative on their own which would exclude govenmental involvement.

People are accountable for themselves. Governments are imaginary beings who are accountable to no-one. . .

Your question's too vague to give an accurate answer because you fail to specify what you mean by "needs." If by that you mean such "needs" as welfare, crushing taxes, and regulations up the whatsit, then it means the government is succeeding in its purpose of staying the hell out of our way. If you mean "needs" in the sense that we need the government to protect our natural rights, then I'd say that government's a pretty good definition of a flop.

I believe in self reliance
The government has as much power as the people give it

The Result is revolt

the government fails the people when it does not give its citizens their God given rights. when their constitution is trampled. This is true of every country

For that to happen, the people have to fail the needs of their government. At that point, it's their own fault.

the people need to come together and let go of the difference the white, black,hispanic, poor, the rich stand togther and every one is happer divison don't stand
