"snaar" is a Dutch word meaning cord.

The 'snares' are wires stretched across the bottom skin of the drum, giving it its distinctive rattly sound. You can release the snares by way of a lever on the side and, with the snares released, the drum sounds quite a lot like a medium-sized tom-tom.
