The regional government is expanding the main thoroughfare in front of a commercial property, therefore limiting access to the property. They will not allow vehicles to make a left turn into the property, or a left turn out. Although they claim safety to be a reason for this proposal, is this still an act of expropriation?

No land from the property affected will be taken.

The property owner and any occupiers fully assume such a risk. There is NO legal recourse.

Probably not. Suppose they built a median strip which did not allow a turn, that would not be considered expropriation.

Personally, I think this is so. The government does not think this way... they pretty much do as they please under little known and obsure laws.
