Because you are a level one. Click on the levels things and you can see the limits for each of then. We all were there at some point. Don't worry level 2 is next

LOL - been there done that. Get your points up. You can vote on some of the backlog of questions that people asked but never selected best answers for. That helps raise your points. And don't ask questions until you have a lot of points because questions cost you points.

once you reach level 2 its gone. its to curb spamers and harassers and those types though some do sneak through still
