Why might a governor of a state be reluctant to call for federal troops in the event that a violence breaks out?

Is it because there is a money issue there. like the state can only get so much money from federal aid so much and they would rather put it to something else????

the governor does not have the authority to call in federal troops. he has access to the states national guard. if federal troops are needed, a request must be initiated. the request may or may not be approved. if federal troops are approved, they do not answer to the governor. it is taken out of his hands and placed into federal hands, like martial law, which is when federal troops take over the police duties. hope this answers your question

If you are referring to the use of Federal troops to put down some state of sedition or to help out where local forces cannot deal with the effects of recovery from a natural disaster, the only reason I can think of is sloth, secondary to incompetence in office. The invention of the fax machine makes the request for suspension of the Posse Comitatus Act to the President move at lightning speed. I can only recall tow instances in which the respective State governors were tardy in requesting such aid in the past twenty or so years. That was the Governor of Florida after Hurricane Andrew hit and the Governor of Louisiana after Hurricane Katrina hit.

Simple.

It is unconstitutional for the military to be used for police action on American soil.

No one asks because the President can't deliver. Why embarrass yourself as governor and the president by even asking?

The main reason is because they lack the authority to do so.
