lol, good question! I don't even know the answer, but I'll just say what I think.
I think that they'd feel celebrated, and not offended. Because Wiccans don't necessarily have to wear the whole "witchy" costume to do magic spells and such. Being Wiccan is just a magical religion, and they have their own beliefs on things.
Satanists won't be offended as well, I think. They just take it as a joke. Dressing as devils will probably have them offended because they probably think that the devil doesn't look like that. Who knows. I'm not bothered asking them.

Wiccans do not believe in the devil, nor do they worship the devil. They worship a deity that is both male and female, a mother Goddess and father God, who together created all that is, was, or will be. They respect life, cherish the free will of sentient beings, and accept the sacredness of all creation.
And you know what? I'm inclined to agree with that.

I have heard that some witches are offended because they are always portrayed as ugly and evil. Wiccans claim this is just a negative stereotype.
So show me a beautiful good witch like Glenda from the Wizard of Oz, and maybe I'll be convinced.

no ,just go out and have fun and wiccans don't worship the devil that's a smear thrown at them by Christians who wanted to smash all competing religions,how christian is it to burn someone at the stake? would Christ have approved ?,really who was the evil one there? Do some research, Wiccans and the like DO NOT believe in the devil. The devil is a Christian belief.

No, they'd love it... cos thats there point of view... however i dont think the word ur looking for is 'believe' cos even Jesus 'believes' in the devil... but he doesnt worship him... & vice versa

most people who practice these beliefs usually know where the tradition comes from so they dont get offended or at least they shouldnt
