I don't think "the guy on the street" can do it; when I had to get my 2005 Chrysler Town and Country van reprogrammed (the keyless entry wouldn't work) I had to take it back to the dealership. They plugged a handheld computer into a port under the steering wheel, pressed a few buttons, and that was it. Took less than 10 minutes.
