What would be china's view and what would be the USA's view on this.....what are the impacts on a country of these transfers? Is the UN too transparent for this purpose?

The UN would corrupt anything it touches. The UN is a definition for the words "close-minded and biased." There goal is too promote things that support there personal goals/opinions and shoot down things that do not. Including the UN in anything at all is a bad idea. (In my opinion....)

The UN has no power to regulate energy transfers or technology when a country does not want to follow.
