We would probably dredge up land to create some real estate.
Generators that already exist that work from wave movements and wind mills would be used for power.
Ships and offshore structures would be used.
We would use hydroponic growing techniques and fishing of course.
I would assume a lot of the population would have been wiped out and what would be left would be spread out and new wars and asset grabs would be the norm.

Watch the movie Waterworld with Kevin Costner.
Only floating islands or super tanker type ships would offer a measure of living conditions suitable for people to try to survive and possibly grow food in decomposing materials for soil. Soil and food stuffs like grains, cereals fruits and vegetables would be at a premium. Fresh water could be produced from desalinization.

What civilization? No land means no civilization - we are not aquatic, we need land for growing food, raising animals, manufacturing, mining ores and other raw materials, etc.

Gone. If you don't have shelter or food, no proper actions can be administered. I suppose people would stick with whom they know and look to each other or leader for advice. Big groups would be unlikely. Competition would be fierce to find land. It would be anarchy.

we will live as a fish.......but as a omnivorous person..we will no exist only in water..think about it....... living on a cold and dark oceans surrounded by sharks which kill people...eeeeeeeeeeerrrrrrrrrrr
