i was on the phone with the girl i like. and she considers me as her best best friend. she will be going away for the weekend soe tommorow will be the last day i'll see her till monday. on the phone she said "i miss you, and i want you here!" ive never heard that before, so i didnt really know how to respond, but i told her how i felt to. being that i never kissed her on the lips, would tommorow be the perfect time to do so, since i will not see her for 4 days?

Considering that she is your best friend, I don't advise you kiss her on the lips, because it might make the relationship a little awkward from then on. If you like her more than just a friend, then now would be a great time to do it, considering she is going away for 4 days.

Well, think about what she thinks about kissing. Some girls like kisses to be an extra special thing. I know I like a kiss to be meaningful and so just be aware of her thoughts. Go for it if the feelings right!

Only if you truly feel that way for her. It depends on how she responded to your feelings/what you told her. If you indicated that you see the relationship progressing, kissing her may be a bad thing as she'll feel the relationship is progressing too fast.
If the mood is right when you send her off, do it.
If it feels rushed, wait til she gets back and 'slip' her one. 'Accidents' tend to happen.

Just see how it goes being a girl she really like you if she said that your really smart for realizing that but if it goes well when sitting side by side lightly touch her hand and lean over for a kiss it would be perfect trust me

hug her tight, then kiss her on the cheek
pull back to look at her (still hugging), and, depending on how she responds to the cheek kiss, go in for the lips.
this makes it safe. a kiss on the cheek is no big deal, it won't ruin a friendship. but it lets you test the water to see whether she's uncomfortable, or whether she would respond well to the whole thing.
so go for it!
