A union -- in the govt sense -- is many smaller political entities that function together and agree to operate under a single set of laws.

An association -- again, in the govt sense -- is an agreement between independent political entities (counties, states, whatever) to interact -- but without having a single coherent set of laws overall.

The words have very different meanings in business context -- and very different meanings in the legal context.
