At 13, you are not anywhere close to being finished growing yet! You haven't even completed puberty where most of your sexual growth occurs (such as boobs). A female continues to grow until she is 18. Give it time.

Breast tissue is predominantly fat. The only way to increase your bust size is to gain weight and then there is no guarantee that it will go to your bust line.

So, if it bothers you that much, choose a padded bra, miracle bra, "gel" bra or "water" bra if you want to increase your size. Victoria's Secret is known for their bust enhancing bras.
