Baguio. Hands-down winner.

Baguio is a city high up in the mountains. It is called the Summer Capital of the Philippines because of the year-round cool temperature that, at times, is 10 degrees celsius lower than in Metro Manila.

The city is like a vacation city. The population during holidays and long weekends is such that there could be more visitors than regular residents.

There are lots of recreation and entertainment options. And fantastic accommodations at all budget levels.

The Mount Pinatubo in Zambales area. They turned it into resort.
