First and foremost: it's New Hampshire.

Secondly, the Puritans were ultra-Orthodox Protestants who left England to pursue their ultra-conservative religious beliefs in the New World. With that in mind, their laws and local government were oriented toward their beliefs - making theirs pretty much a Theocracy...with the exception being that the religious leaders were not the nominal heads of their local governments. But when religion determines the law, a theocracy is what you invariably wind up with.
