Oh yeah they can. If not why would such a nice girl like hinata likes naruto, someone who comes from outside the hyuuga clan?

Ofcourse they can, after all they are just normal people but their clan are strict in rule about keeping their secret so they have seal in their forehead

Yes they could, but i doubt that it would be encouraged. At least not for any main branch members. If they did, they would have the curse seal placed upon them so that their byakugan technique can not be copied.
