Would it be legal in the state of Virginia for me to open a head shop??

They sell legal highs online, herbal products, things like that. And with them I would sell bongs pipes and stuff like that. Virginia has some pretty strict laws though, I wanted to know if it was legal or not. Any help is appreciated, thanks!

I found this PPT on the web. It is simple but I think it states that you could not open the shop look and the drug paraphernalia and the part where it says it is illegal to inhale chemicals.

Is possession of drug paraphernalia legal there? Thats the charge (if not more) that you would be looking at.
